Do you have the Title to your car? Most people believe that they have their Title, but the document you hold is actually called a Certificate of Title. A Title, on the other hand, is a piece of paper that establishes ownership of said property. A Certificate is a piece of paper that declares something else exists, such as a Title.
So, a Certificate of Title is simply a piece of paper that declares that a Title exists, but you don't have the Title; you have the Certificate of Title. A Certificate is never representative of the object it is certifying; it is representative of the Title! Succinctly put, the Certificate of Title that you have in your possession (with or without a lien) is worthless.
Now, when you register your vehicle(s) with the State in which you live, you become listed as the registered owner of that vehicle(s). But, a true owner has permissionless access to their property without the necessity of registration. A registered owner has permissioned access but to somebody else’s property. In the case of a car, that property (car) belongs to the State. You gave the State your car via the Title and registration process. So, now, the State owns the car you paid for. You bought and paid (or are paying) for it, but you continue to pay them (via registration, driver licensing fees, license plates, and fines for traffic infractions) just so that you can use the registered property that you think you own.
And you do all of this under the assumption that this is the right way to do things and because everyone else does it this way, it must be the right way. And because (in your mind) it's the right way, it must be the only way and anyone not adhering to this 'right way' is wrong and bad and disobedient to the law. So, you, along with most others, build upon this righteous attitude that becomes a belief that spills over to other areas of your life resulting in arguments, division, and separation, which basically leads to you becoming ignorant and obstinate.
And then one day, you realize that everything you once thought to be right and correct and lawful and the only way, is not; it's the wrong way and the unlawful way.
So, let's take a look at why.
This section may be confusing to the uninitiated. Much of it has to do with very specific terms, legal terms and definitions (not lawful terms and definitions), of which we are unaware. But, they are terms and concepts that we must learn if we desire freedom from the unlawful jurisdiction imposed upon us by the State and Federal governments. We may think we know the rules of the road, but things are not as they seem.
The information presented on this page is repeated a few different ways so that it will sink in. You need to learn the material here.
What is being presented in this section has to do with a driver driving a motor vehicle versus a traveler traveling in an automobile. The former has everything to do with commerce and the policies and procedures that police believe to be laws. The police do not learn about the statutes and codes that guide the rules of the road while in the Academy or even afterwards. So, when pulled over by a cop for a traffic infraction, 95% of the time it is an illegal (and always unlawful) traffic stop. Traveling has to do with the laws, our freedoms, and our rights while driving has to do with commerce and that's where the police can interfere. So, you must note that the terms used in the first sentence of this paragraph are NOT interchangeable, NOT the same, NOT anything alike.
Is there a difference between being a driver and being a traveler? Between driving and traveling? Between a motor vehicle and an automobile? If asked, most people would say no. Laymen's terms would be used to explain any differences. But, those terms would be insufficient and incorrect. What is the difference between these two categories? In short, getting a traffic ticket or not getting one OR if a ticket is handed to you, how to not ever have to pay for it.
So to begin, here are some words and definitions with which we all must familiarize ourselves:
Driver = an operator, behind the wheel, who transports goods or services in a motor vehicle for commercial purposes and is paid for it – a truck driver or uber driver
Driving = the act of transporting goods or services in a motor vehicle for commercial purposes
Motor Vehicle = that which is used for transporting goods/services by a driver for commercial purposes
for Commercial Purposes - the carriage of persons or property for any fare, fee, rate, charge or other consideration
Traffic = the movement of goods or services – legal or illegal
Transport = Trans–port – movement of goods and services between ports
Passenger = can be considered a paying customer or an occupant other than the operator
Operating = a professional activity performed by a driver/operator who is driving/operating a motor vehicle for commercial purposes
Traveler = a private man or woman not involved in commerce who is behind the wheel of an automobile
Traveling = the actions taken by a traveler which are private and personal, not commercial
Like so many subtle deceptions, we have been taught that a person behind the wheel of a car is a driver driving and nothing but a driver driving. However, such is not the case as can be discerned from the above definitions. The truth is that the person behind the wheel can be either a traveler traveling in an automobile or a driver driving in a motor vehicle for commercial purposes.
Now, it can get complicated if the same car is being used for commercial purposes and non-commercial purposes at different times of the day. When used for commercial purposes, it is a 'motor vehicle' being 'driven' by a 'driver' and; when used for private purposes, it is an 'automobile' used for 'travel' by a 'traveler'.
Finally, the word ‘traffic’ is in the phrase ‘traffic stop‘. It is also inherent in the word 'trafficking.' Traffic is a commercial term only and means the movement of goods or services, commercially, by a driver driving a motor vehicle.
Law - defined as a circumstance or set of circumstances that applies equally to everyone. Law was created by God and referred to in the Constitution and regulated in Common Law Courts.
Codes - defined as a legislative rule given the force of law by consent of the governed. BUT, agencies can make codes which are presumed, due to consent of the governed, to be law. CODES ARE NOT LAW. THEY ARE POLICY AND PROCDURE.
Codes, statutes, rules, regulations, policies and procedures do not apply to most people. However, most people believe they do apply, so they just follow along, live according to that belief, and are penalized as a result...taxes, rules of the road infractions, etc.
18 USC 31(6): "Motor Vehicle. - The term “motor vehicle” means every description of carriage or other contrivance propelled or drawn by mechanical power and used for commercial purposes on the highways in the transportation of passengers, passengers and property, or property or cargo.”
So as stated by the above United States Code (USC), you have to be INVOLVED IN COMMERCE for the car to be considered a “motor vehicle.” But, let's check out the phrase 'used for commercial purposes'....
18 USC 31(10): "Used for Commercial Purposes. - The term “used for commercial purposes” means the carriage of persons or property for any fare, fee, rate, charge or other consideration, or directly or indirectly in connection with any business, or other undertaking intended for profit.”
49 CFR 390.5T: “Driver means any person who operates any commercial motor vehicle.”
So, as the above regulation states, you aren’t a “driver” and you aren’t operating a “motor vehicle” unless you are involved in commerce transporting passengers or cargo that you don't own in exchange for monetary compensation! If you do not qualify as a 'driver' 'driving' a 'motor vehicle,' then the rules of the road do not pertain to you. Why? Because you are a traveler traveling - to which the rules of the road are not applicable.
The three (3) codes above are enough to explain why you, as a traveler, should be able to talk your way out of any ticket. However, the police do not like it when you quote codes to them. They will push back as strongly as you are attempting to teach them. Plus, the police believe that everything they were taught is gospel... that is, it is correct.
Canada or Mexico
If you are crossing the border as a private, non-commercial traveler between the United States and Canada or the United States and Mexico, the border agent asks only for your passport. You are not asked for a drivers license. Is it because they assume you can legally drive or is it because they know something that most of us and the police don't know? Well, to answer this question, the police, the military, ICE, the border patrol, and all other law enforcement agencies are taught to not ever assume anything! So, they are not assuming that you have a license, rather they know that you do not need to show it when not involved in commerce. They know that a license is not required for non-commercial activity crossing the border. Therefore, it is not requested.
The Code Regarding Vehicle Registration
There is no code or statute that is either titled or addressed as a vehicle registration code or statute. That is because there is no code or statute that exists necessitating registration of any type of vehicle or conveyance. Rather, the following code exists....
Registration of your vehicle falls under the code known as the “motor vehicle theft prevention program” per 34 USC § 12611 and it states:
(a) IN GENERAL:
Not later than 180 days after September 13, 1994, the Attorney General shall develop, in cooperation with the States, a national voluntary motor vehicle theft prevention program (in this section referred to as the “program”) under which—
“(1) the owner of a motor vehicle may voluntarily sign a consent form with a participating State or locality in which the motor vehicle owner—
(A) states that the vehicle is not normally operated under certain specified conditions; and
(B) agrees to—
(i) display program decals or devices on the owner’s vehicle; and
(ii) permit law enforcement officials in any State to stop the motor vehicle and take reasonable steps to determine whether the vehicle is being operated by or with the permission of the owner, if the vehicle is being operated under the specified conditions; and
(2) participating States and localities authorize law enforcement officials in the State or locality to stop motor vehicles displaying program decals or devices under specified conditions and take reasonable steps to determine whether the vehicle is being operated by or with the permission of the owner."
(c) VOLUNTARY CONSENT FORM:
The voluntary consent form used to enroll in the program shall—
(1) clearly state that participation in the program is voluntary;
THE CODE STATES FIVE (5) TIMES THAT REGISTRATION IS A VOLUNTARY PROGRAM ! ! !
So, if not certain about the above, here is the interpretatioin....
If you decide (volunteer) to participate in the 'motor vehicle theft prevention program', then that means that you are 'registering' your motor vehicle or automobile or RV or motorcycle or boat or trailer, etc with the State in which you live. Joining this program, under the inaccurate assumption (fostered by the State governments and the DMV's) that it is mandatory, enrolls you in the voluntary 'motor vehicle theft prevention program' which requires that you adhere a 'Registration sticker or device' to said vehicle. Once the sticker or device is secured to the vehicle, it gives law enforcement officials, in any state, permission to stop the vehicle to determine if the owner has given the person behind the wheel permission to drive or travel in said vehicle and that it is being used for the purpose specified when it was registered. If you cannot prove you are the owner or that permission to be behind the wheel was not granted by the owner, then you will probably be arrested as it will be assumed that you stole the conveyance. Hence, the name 'motor vehicle theft prevention program.' If permission was granted, you are functioning within the boundaries of the codes that you have agreed to abide by through your voluntary membership in said program.
Displaying the registration sticker results in the police asking for your license, your registration, and your insurance. If you are ignorant of the codes, you will comply and hand over all requested documents.
In addition to the above, the entire code (above) clearly states, five (5) times, that registration to the 'motor vehicle theft prevention program' is voluntary! Stated another way for those who still do not understand: registration is not mandatory. Whether you have a 'motor vehicle' (which means you have a vehicle used for commerce) or an automobile or car or motorcycle or RV (which means you are traveling for pleasure), then you may want to have your conveyance registered. But, it is not mandatory!
Whether your conveyance is used for commerce or not, the entire 'motor vehicle theft prevention program,' which is known by the name 'Registration' is voluntary!! If said conveyance is used or not used for commerce, it is voluntary! Registering anything with the DMV, which we have been told is mandatory, is but a money maker for the States. The entire program is fraudulent. Marketing 'registration' as mandatory in order to legally operate a conveyance on the road is fraudulent. Getting a ticket from a cop for having a car with either no registration or an expired registration is unlawful and illegal. The entire program is fraught with erroneous, illegal, unlawful, fraudulent information which is a felony.
The Code Regarding a Driver's License
49 USC 31301(6): “ 'drivers license' means a license issued by a State to an individual authorizing the individual to operate a motor vehicle on highways."
Since a 'motor vehicle,' by definition, is used only for commercial purposes, then a license for someone who is not operating a motor vehicle for commercial purposes is not necessary as the person behind the wheel is not a driver but a traveler. Only a passport is necessary for travelers, the same as when you are traveling abroad. And even a passport is not necessary if you are able to talk about the codes based on all of the information on this page.
So, What if a Police Officer Pulls You Over?
If someone in uniform pulls you over, be nice...for a few reasons. First, nice goes much further than nasty, angry, belligerent, or idiotic. Secondly, the cops know as little as you once did. They were all taught incorrectly at the Academy and are ignorant of the information on this page. If they know anything, it was learned after graduating from the Academy...and even that is incorrect because continuing education only reinforces the errors taught in the Academy.
Remember that an officer can, legally, pull you over to the side of the road for only three reasons: (1) you have a registration sticker or device adhered to the vehicle or; (2) you have violated a 'rule of the road' and the officer suspects you are involved in commerce. (3) the officer suspects you of a crime having nothing to do with the rules of the road. The problem is that officers pull you over for hundreds of reasons that are not only not lawful, but not legal.
Take control and always speak first saying: "Hello officer. I noticed that you have your emergency lights on. Is there anything I can do to help you?" The officer will be surprised by this statement. S/he may ask if you know why you were stopped and then proceed to tell you. Let's say the officer says that you were going faster than the posted speed limit.
[There are a number of ways to respond. Some people respond with silence. I'm going to give you a few options here.]
You may respond with: "Are you checking to determine if I am the owner of the vehicle or do you have reason to believe that I am involved in commerce"? The officer will not know what you are talking about. Regardless of the officer's response, be polite! The police are taught that they can pull you over for almost any reason: speeding, reckless endangerment, weaving, failing to stop at a stop sign or red light, etc. And they should pull you over if you're potentially a danger to the lives or the property of others! However, per the code, they are allowed to pull you over only if:
you have a Registration Sticker or Registration Device on your vehicle or;
they suspect you are engaged in commerce and have violated a rule of the road or;
they suspect you are involved in a crime having nothing to do with the rules of the road
If you have a Registration Sticker on your vehicle, you ignorantly, innocently, naively, and inadvertently signed up for the voluntary 'motor vehicle theft prevention' program, thereby giving the police the right to pull you over and ask for identification (which you do not have to provide). But, since you signed up for this program, you are best advised to show the officer your registration and proof that you are either the owner of said vehicle or have permission from the owner to be the driver of the motor vehicle or traveler of the car/automobile.
If you are involved in commerce at the moment in which you have been pulled over, you are considered a driver who is driving a motor vehicle, and are required to have a license (but not a registration).
BUT, if you are not involved in commerce in that moment, you are a traveler who is traveling in an automobile, and need not have a license nor registration.
Very few police officers are aware that you must be involved in commerce for them to give you a ticket for an infraction. That is why asking the question: "Are you pulling me over to see if I am the owner of the vehicle or do you suspect that I am involved in commerce?"
These days, since I no longer have my automobile registered with any state, I may simply ask: "Do you suspect I am involved in commerce?"
Now, police officers think that what they have been taught in both the Academy and on the streets is 100% correct and so they believe they are right in issuing you a ticket if they feel like it. So, if you do not state something like this: "I am not a driver driving a motor vehicle. I am a traveller traveling in an automobile, AND I am not in a motor vehicle because motor vehicles are used for commerce, and as you can see, I am not engaged in any commercial activity whatsoever nor am I engaged in any activity for a profit. Therefore the rules of the road that pertain only to drivers and motor vehicles do not apply to me," then the officer assumes that you are like everyone else who doesn't know the codes. Therefore, s/he will request your license, registration, and proof of insurance. Again, if you do not assert your self and explain exactly who/what you are, you will be the lucky recipient of a traffic ticket under one of the many rules of the road pertaining to driving, such as obeying the signs (stop signs, traffic signals, speed limit signs etc) and all the other unknown traffic codes with which we are all unfamiliar. This is where our knowledge of the definitions and the verbiage on this page comes in handy.
Another option to employ if pulled over by a police officer, this is what you can do/say: roll down the window completely, turn on the overhead light if dark outside, and place hands on the outside of the car or on the steering wheel. You can then say: "Hey. How's it going!? I notice that you have you emergency lights on. Is there anything I can do to help you?" I make the situation as light as I possibly can by genuinely being friendly with the officer!
When s/he responds, and asks for my license & registration, I ask: "Are you pulling me over to see if I am the owner of the vehicle or do you suspect that I am involved in commerce?" They will be confused by this question and again ask for my license and registration. (I have an option because I have fully removed myself from the system). But, for those who have not Perfected their Title by removing themselves from the system (which is the majority of you reading this), I will show my Foreign National Driver's License (FNDL), but I won't give it to them (because the cops tend to steal my FNDL). I also have the option of handing over my World Passport (not US Passport) in lieu of my FNDL. When s/he asks why I am handing over my passport, I will state: "I am not a driver driving a motor vehicle. I am a traveller traveling in an automobile, hence the Passport. Furthermore, when I cross a border, in both directions, they do not ask for my license. And those people are highly trained."
At some point during the emergency stop, I may ask: "What makes you think that I am engaged in commerce?" The officer will not know what the heck I am talking about. I may then show them the folder of information I have in my car that details the information noted on this page. I will then state "These codes give you permission to issue a ticket only if I am engaged in commerce. So, I ask again, what makes you think I am engaged in commerce?" Whatever they say, I will start to show them the codes and the court cases that I have in my folder. I WILL, most likely, talk my way out of a ticket. If the officer still insists on giving me a ticket, I will never have to appear in court because of what I will write on the ticket (see below). But, throughout this entire event, I will be polite, courteous, confident, firm, and certainly not hesitant or rude.
Keep reading the information below. It is repetitive, but it's critical to your full understanding.
Again, if a police officer pulls you over and you are not performing a commercial activity, then you are not a driver driving a motor vehicle. In other words, you are not a driver, nor are you driving, in something called a motor vehicle. You are a traveler traveling in an automobile (or RV or SUV or motorcycle). If someone is with you, s/he is not a passenger. S/he is a friend or a relative. If you are not in the act of commerce, and know how to use the correct words (per the codes), you need not provide your license, your registration, or proof of insurance as demanded by the officer. You may, if you wish, present your Passport because you are a traveler. The Passport is a travel document used throughout the world. And it is used for travelers. Well, guess what?! We are also, per the law, travelers in this country when behind the wheel and not performing a commercial activity.
If we use improper words, we will be subject to a ticket, and even jail time if we are verbally abusive. Instead of the aforementioned occurring, inform or educate the officer to the particulars of the codes. Be nice. Police have been trained incorrectly. Some of their brothers and sisters, very few actually, know the codes noted above; most do not know the codes cited here. The upper echelon in the police departments may know what is going on but the police on foot or in patrol cars have no clue. Again, as noted, the the majority of police do not know the codes; they know only what they have been taught in the Academy and they have only been taught very little regarding codes.
The police will, in fact, present and argue from their viewpoint and inform you that they are correct. They will state, very strongly, that you are wrong. You need to inform them that what they have learned is incomplete, if not incorrect. Show the codes detailed on this page here --> Roadway Court Cases.
Again, inform and educate the officer (if s/he will listen). To re-iterate, the four words "driver" "driving" and "motor vehicle" are all associated with commercial activity. Since you are not transporting goods or services for income, then you are not a driver driving a motor vehicle. Only those who are involved in commerce are drivers who are in the act of driving a motor vehicle. Only those who are involved in commerce are required, by code, to have a license.
You, as a traveler, do not require a license, a registration, or proof of insurance. The only ID that you may need on your person is your Passport unless you are so knowledgable of the information on this page that you do not even need to present that because you can talk your way out of a paper bag or, in this case, a traffic ticket.

Finally, if you are a member of ANPC and have the Foreign National Driver's License (FNDL), the International Driving Permit (IDP) and the tag (license plates), there is an entirely different schpiel that can be presented.
If Issued a Ticket
Police officers are unknowing foot soldiers of corporate statutes and codes arising from the UCC (Uniform Commercial Codes), the USC (United States Codes), and the CRF (Code of Federal Regulations). They don't know the law (Constitutional and Common Law); they only know what they have been taught in the Academy during training and then subsequently learned on the streets...which is where the real training begins. What they have been taught is not the full story however; it is skewed and inaccurate. So, to get upset and argue with a cop displays but your ignorance. Rather, be genuine, sincere, and kind as they are in the same predicament as everyone else.
For example, let's say a cop pulls you over and it doesn't proceed as described above. Perhaps the cop writes up a ticket and offers you the opportunity to be the recipient of such contract (a ticket is "a contractual agreement to show up at court or pay a fine;" it is not an admission of guilt, of error or of wrongdoing. It is a potential contract). First, do not sign it. AT ALL! EVER! You may write the following words on the signature line as noted below:
"without prejudice. UCC1-308. Under threat and duress".
Then, in red, from the bottom left corner to the top right corner, write the following in red ink or marker:
Your offer to contract NOT accepted
while traveling in private
or
No contract; No consent; Offer refused
or
72 hour right of rescission
your offer to contract NOT accepted
while traveling in private
the above words, written exactly as you see them above:
reserve your rights
explicitly state that you are under threat and duress
opt you out of the offer they made to contract with you via an illegal ticket that may cost you money if you play the game and acquiesce
Treat the officer(s) with kindness, while making them do their job. The ticket is dead at this point although the officer does not know this. However, after receiving your ticket in the mail with the above words printed on it, the court will know the ticket is dead.
All traffic tickets fall under UCC Traffic Codes which state that we have 72 hours to refute or rebut the contract. Within 3 days of receiving the ticket (offer to contract), write in red ink, from the bottom left corner to the top right corner what you see above written in red. Then, make a copy of the ticket and mail it, certified, with return receipt requested. Send it to the address noted on the ticket and, to the police station and the DA's Office if you wish.
Remember, you do not need a license unless you are conducting commerce as a driver (operator) driving a motor vehicle such as an Uber driver or a big rig driver, or conducting some other form of commerce.
Many of those who know not of this information are the police themselves. Most of them are people trying to do the right thing. However, their allegiance is to their employer, the corporation they work for. They don't know it's a corporation; they think it's a government. Heck, they are not even aware that the gold-fringed flag on their formal uniform is an admiralty martial law flag. So, how would they know about any of that which is written here let alone the traffic codes that are not taught in the Academy? Again, they are trying to do the right thing, but they're lost in the same system as we are. So, we should offer help to those who have no clue about what is going on.
If police were cognizant about what is going on and how they are literally but generating corporate revenue, many of them would quit!
[A note to police officers: if you totaled all the "revenue" taken in for traffic citations nationally and divided it by the total number of officers in this country, it would be around $137,000 a year. Your salary, unless in a big city, is no where near $137,000 annually. You're getting financially screwed in a dangerous profession. If you're going to play in this arena, at least be smart about it and do it right. Figure out the numbers for your area, tell your fellow officers, and then collectively present your case to your superiors (who also don't know any of this). But, at least, run it up the ladder as far as you can. ]
Finally, in the Spring of 2023, I belonged to a zoom group dedicated to discussing the codes that exist in this country. All category of topics were discussed, but on a particular evening in April of 2023, the discussion was on the codes that apply to the 'rules of the road.' At one point, a woman wrote on the chat: "I'm fairly new to all of this, just a few months in, so I wrote down a number of questions I had related to these rules and sent them to my cousin who is a trooper in Minnesota. He responded without answering a single question. He only wrote this in response: 'If people understood the laws, we would not be able to write close to 95% of the tickets that we issue'."
The trooper's one sentence reply was the response that brought me from hesitation to action.
So, this is what I have personally done to date (as of June 20, 2024):
In June of 2023, I allowed my NYS drivers license to expire
In June of 2023, I received my Foreign National Drivers License from ANPC (valid in over 200 countries)
In June of 2023, I received my International Driving Permit from ANPC (valid in over 200 countries)
In April 2024, I created a Trust backed by a Silver Bond and approved by both the U.S. Dept of State and the US Treasury
In April 2024, I obtained a Silver sub-Bond to replace all vehicle insurance premiums (no more premiums for me)
In June 2024, I received the U.S. Department of State approved car tags, registration, and insurance from ANPC
In June 2024, I removed the NYS car tags, and the registration and inspection stickers from my windshield
In June 2024, I replaced the NYS license plates with above diplomatic tags from ANPC
In July 2024, I handed in my NYS license plates and sent the following to the NYS DMV in Albany: my NYS driver's license, registration paperwork, remains of registration sticker and inspection sticker.
